Justifying the New System
One of the main sections in the
Concept of Operations document is the Project
Justification section.
What you are doing here is explaining
the justifications for developing and attempting to persuade the reader
to make this necessary investment. So, how do you justify the new system?
Once you have outlined your objectives,
you need to
describe the current system ‘as-is’ and then move into the
justification for developing the new system, service or business
operation.

Close the first chapter by stating the
justification for the new system or capability; if the need is for a new
feature in the existing system, identify where in the existing systems
it must be changed.
For example.
Through improved operating procedures,
this project can:
- Automate data collection from
business units for use in data modeling and performance evaluation.
- Enable employees to share
resources (such as equipment, software, and facilities) thus
reducing costs and freeing up funds for other projects
- Improve coordination of customer
response activities during peak period
- Improve information exchange
between business units and partners and thereby reducing duplication
of efforts across business units
- Provide enhanced coordination of
activities between departments
- Provide more timely information to
customers concerning the current status of orders
- Provide real-time information to
field workers enabling them to make faster and better decisions
